A foreign non-governmental organization’s permit is tied to a defined term, activities, and obligations. If the expiry date is approaching or the project is changing, review renewal or amendment requirements before implementation exceeds the permit’s scope. A donor’s extension of a program does not automatically extend the administrative permit, and filing a renewal request does not always mean the organization may continue without restriction.
Read the current permit in full
Identify its start and end dates, approved activities and locations, funding sources, and required reports. Check for special conditions on renewal or changes. Start early enough to complete the documents, and verify the current form and deadline with the competent authority rather than relying on an old file.
Prepare the performance and compliance file
- The current permit and any decisions or amendments.
- Required progress reports and proof of submission.
- The budget, accounts, and relevant financial information.
- Details of management, representatives, staff, and partners.
- The work plan and budget for the next period.
- Any prior requests for additional information or comments and the responses.
Organize the file so the reviewer can connect the approved project with what was actually carried out. Explain any differences in timing, budget, or locations instead of leaving them unaddressed.
When is an amendment different from a renewal?
A renewal concerns continuation of the permit for a new period, while an amendment may relate to changes in activities, funding, locations, or representation. Depending on the available procedure, both may be handled in one file. Do not wait until the permit expires to address a change that requires approval before it is implemented.
A new funding source requires particular attention
The Civil Work Law sets controls on a foreign organization’s receipt of funds from sources not listed in its permit. Review the new funder, transfer plan, and agreement, and identify any required approval. Continuing the same activity does not by itself establish that a change in its funding source has no legal effect.
Align contracts with the permit’s status
Review office, staff, and supplier agreements, as well as the project schedule and payments. If activities may pause while an application is pending, prepare lawful arrangements that define the effect on obligations without affecting employee rights or the organization’s duties. Coordinate contract changes with project and finance managers.
Maintain one tracking register
Keep a table showing each required document, its owner, submission date, any follow-up request, and application status. This organizational practice helps with follow-up but does not replace the competent authority’s approval. Use actual decisions as the basis for moving to the next operating stage.
Frequently asked questions
Does filing for renewal automatically keep the permit valid?
Do not assume so. Review the law, permit conditions, and any decision or procedure governing continuation.
Do the old renewal fees always apply?
Check the current provisions and decisions, fee calculation method, and required currency before filing.
