The end of funding or a project does not automatically end an organization’s contracts or obligations before Egyptian authorities. Closing a foreign organization’s office in Egypt requires a plan that distinguishes the end of a specific program from the end of the entity’s activity or permit. The required steps depend on the applicable law, permit, employment and supplier contracts, and donor arrangements.
Identify exactly what is ending
One project may stop while the organization continues another; the organization’s entire work permit may expire; or management may decide not to renew it. Each situation can affect notices, accounts, contracts, and assets differently. Prepare a clear decision issued by the authorized body that identifies the scope of closure and its effective date.
Review the permit and competent authority’s requirements
Check what the permit, law, and executive regulations provide about expiry, cancellation, procedures, and remaining funds. Do not assume that expiry allows unrestricted disposal of all assets or transfer of balances abroad. Review each proposed action against the applicable text and any required approval.
List outstanding obligations
- Employee entitlements, contracts, and social insurance where applicable.
- Rent, utilities, suppliers, and guarantees.
- Activity reports, accounts, and funding bodies.
- Equipment, inventory, and unused funds.
- Pending claims, litigation, and notices.
- Preservation of beneficiary files and legal documents.
Assign an owner to every item and record the amount or document required and its due date. A checklist does not replace review of the rights or approvals required for each step.
Employment rights do not end solely because a grant has ended
Review the employment contracts and applicable Egyptian rules, the grounds for ending the relationship, required notices, and entitlements. Distinguish the expiry of a valid fixed-term contract from other termination measures that may have different conditions. Coordinate handover of files and system access while preserving documents and rights.
Assets and remaining balances
Identify ownership of equipment, donor conditions, and restrictions attached to the permit. If an agreement calls for transferring funds abroad or handing equipment to a partner, check the required approvals and any accounting or tax obligations. A donor agreement alone does not authorize bypassing Egyptian rules.
Reports, releases, and record retention
Prepare completion reports, financial reconciliations, handover minutes, and proof of performance. Before signing a general release, check whether any rights or obligations remain unresolved. Assign responsibility for retaining records and correspondence and responding to later inquiries, while protecting beneficiary data and controlling access.
Frequently asked questions
Should the bank account be closed first?
The account may be needed to settle entitlements or recover funds. Set the order after reviewing outstanding obligations and approvals.
Does ending a project mean the entity is dissolved?
Not necessarily. Review the entity’s legal form and status, the scope of management’s decision, and the permit.
