An organization may need a foreign program manager, a short-term expert, or a volunteer. A short engagement or absence of pay does not automatically remove legal requirements. Separate the organization’s activity permit from authorization to engage the individual and from the person’s work and residence status, then document the relationship according to what actually takes place.
Start with the organization’s and individual’s status
Confirm whether the entity is a foreign NGO, an Egyptian association, or an international organization with a special framework. Then identify the nature of the engagement: employment under direction and supervision, an independent service, or volunteering. The contract label alone does not determine classification; the actual circumstances, rights, and duties matter.
What does the Civil Work Law provide?
Article 72 includes provisions on employment relationships at foreign NGOs and engaging foreigners as experts, permanent or temporary staff, or volunteers. Review the required permit, procedures, and documents under the executive regulations. Do not assume that the organization’s permit covers every team member without a separate step.
Work and residence are connected but separate files
Review Egypt’s Labour Law No. 14 of 2025 and the decisions governing foreign workers, then check residence status and purpose, including whether a specific exemption applies. Do not use tourist entry or residence status alone as the basis for starting employment. Verify the rules in force before setting a start date.
Documents for legal review
- The organization’s permit and the activity in which the individual will participate.
- Passport, residence status, and any pending applications.
- Role description, duration, and place of work.
- Qualifications, experience, and any required authorizations.
- Draft agreement, compensation, or expense arrangements.
- Approvals and permits related to the engagement.
This is an initial review list; the competent authority determines the official documents required for each procedure.
The contract should protect the work and the individual’s rights
Define responsibilities, compensation, duration, leave, confidentiality, ownership of work product, and file handover. For employment, review mandatory rights and social insurance where applicable. For an independent service, address deliverables, acceptance, taxes, and rights without using the word “consultant” to disguise an actual employment relationship.
Volunteering also needs structure
Define the assignment, supervisor, safety and training arrangements, and permitted expenses. Review the rules on volunteering, authorization for foreign nationals, and beneficiary protection. A volunteer agreement does not exempt the organization from safety responsibilities or reviewing the true nature of the relationship.
Frequently asked questions
Is a foreign expert’s short visit always exempt?
There is no universal answer. The activity, the person’s status, and any applicable rule or exemption must be considered.
Does a foreign-language contract replace compliance with Egyptian law?
The language of the contract does not displace applicable legal rules. Check translation and official-use requirements.
