Receiving a grant and seeing it credited to a bank account do not automatically mean an association can spend it immediately. Foreign grants to associations in Egypt depend on the source of funds, the recipient’s legal status, notices, statutory periods, and spending conditions. Legal and accounting teams should review the grant agreement before a transfer, not after the donor asks for its first report.
Start with the recipient’s legal status
Distinguish an Egyptian association or foundation from a foreign organization operating under an authorization. Article 27 of the Civil Work Law regulates certain funds and grants received by associations, while Article 70 sets separate rules on funding sources for foreign organizations and transfers abroad. Do not apply the procedure for one type of entity to another without checking the governing provisions.
Document the source and purpose of the funds
Prepare information about the donor and its status, the funding agreement, budget, activity plan, and beneficiaries. Confirm that the project fits the association’s stated purposes, and review the payment method, currency, and transfer route. If the donor requires a balance to be returned or funds to be passed to another entity, assess that step from the outset and identify any approvals it may require.
Notices and time limits before spending
Where Article 27 applies, funds must be deposited into the association’s account and recorded in its books. The association must observe notice requirements, legal time limits, and any restrictions on spending during the relevant period. Calculate dates using the actual credit date, proper notice date, and working days, and check the current regulations and form. An informal message from a donor is not permission to spend.
What should the grant file contain?
- The signed funding agreement, appendices, and signatory authority.
- Bank transfer information and proof that the funds were credited.
- Notices, submission evidence, and official responses.
- A budget linking each expense to the association’s activities.
- A log of approvals, amendments, and donor requests.
- Invoices, progress reports, and periodic financial reconciliations.
Changes to the project or budget
A donor may ask to move funds between budget lines, extend the project, or add a new location. Check the proposed change against the agreement, the association’s purposes, and existing approvals. Donor consent addresses the contractual relationship; it does not necessarily replace an administrative step required in Egypt.
Common operational mistakes
Avoid mixing grants in unclear records, using a personal bank account, spending on an activity different from the stated purpose, or creating invoices after the fact. Assign someone to monitor deadlines and documents, and reconcile activity reports with accounting records so the file does not suggest that an unperformed project received its full budget.
Frequently asked questions
Do the same rules apply to a local donation?
Requirements differ based on the source, collection method, and recipient. Check the specific facts instead of assuming that the foreign-grant procedure applies.
Can funds be returned abroad immediately if a project is cancelled?
Review transfer rules, approvals, and donor obligations before issuing a transfer order.
