The ease of posting a donation link does not mean that a campaign is legally simple to launch. Fundraising in Egypt depends on who makes the appeal, its purpose, the collection method, and the path taken by the funds. The public message should match the project, entity, and approvals so donors know who receives their money and how it will be used.

Who is launching the campaign?

Determine whether the organizer is an association or foundation, an individual or other entity appealing to the public, or an authorized foreign organization. The Civil Associations Law contains different provisions for collecting donations and receiving funds. Do not treat a rule for associations as permission for any individual or company to run the same kind of campaign.

Review collection and receipt of funding separately

Article 25 addresses licensing for associations to collect donations, while Article 26 addresses public appeals by entities outside civil society and related notification and permission to dispose of funds. Other rules apply to grants and foreign funding sources. Identify the intended activity before choosing the procedure.

Prepare the campaign before announcing it

  • The responsible entity, its capacity, and legal details.
  • The purpose, beneficiaries, duration, and geographic scope.
  • The collection method, platform, account, or payment channel.
  • The use budget and campaign-related expenses.
  • Approvals, notifications, and evidence that they were completed.
  • A plan for reporting and dealing with unused balances.

Clarify whether the target amount funds the whole project or only part of it, and what happens if the target is not met or donations exceed it.

Advertisements should be supportable

Avoid inaccurate promises and exaggeration about beneficiary numbers, spending percentages, or tax benefits. If images of people are used, review usage rights and privacy, as well as child-protection requirements. Do not publish more medical or personal information than the appeal needs.

Do not mix campaign money with personal accounts

Check which banking route or collection method is permitted for the entity and procedure. A platform’s acceptance of payment does not prove that the campaign complies with civil-society rules. Organize donor receipts, reconciliations, refunds, and payment fees so every amount and use can be traced.

Follow up after the campaign ends

Keep the advertisement, approvals, reports, invoices, and collection statement. Compare the outcome with the stated purpose, and review what procedure is needed if the project changes or a balance remains. A particular donor’s consent does not necessarily resolve restrictions imposed by law or a permit.

Frequently asked questions

Are small or short campaigns automatically exempt?

Do not assume an exemption based on the target amount or campaign duration; check the applicable rules.

Does an association’s registration alone permit every online campaign?

The entity’s status, fundraising rules, and procedures for the chosen method should be reviewed together.
