An investor may select a promising location and business activity, then overestimate the savings from fees and taxes. Using Egypt’s general investment incentives starts with linking each benefit to a specific expense and supporting document before including it in the feasibility study. This guide helps you prepare a reviewable cost file instead of relying on a broad claim that “the project is tax exempt.”
What do general incentives cover?
GAFI describes general incentives for projects governed by the Investment Law, while excluding the free zone regime from this route. Examples include customs treatment for certain construction equipment and exemptions from stamp duty and notarization fees on specified contracts. This does not mean that the company’s entire activity is exempt from income tax or VAT, nor that every operating purchase receives the benefit.
Separate the setup budget from operating costs
Prepare two lists: one for the assets needed to launch the project, and another for recurring costs such as rent, services, materials, and sales expenses. For each asset, record its technical description, intended use, expected import date, and supplier. Before placing the order, request a review of its customs treatment; a trade name alone may not identify its legal classification.
For contracts, list the articles of incorporation, credit facilities, real estate agreements, and other instruments separately. Do not combine different authority fees under one budget line: the benefit may cover a particular fee while service charges or other requirements remain payable.
Five steps before recording a saving
- Identify the legal and investment regime that will govern the project.
- Confirm the eligibility of each expense or contract with the competent authority.
- Collect invoices, contracts, equipment descriptions, and supporting records.
- Record the process for claiming the benefit and who will submit and track it.
- Have counsel and the accountant review the budget before financing is approved.
Example: a factory setup budget
If a factory plans to purchase a production line, vehicles, furniture, and installation services, do not assume that the same treatment applies to every item. Ask the supplier to separate them in the quotation and identify which items will be imported and which will be bought locally. This makes eligibility easier to review and allows comparison of supplier offers without mixing technical prices with estimated legal savings.
Model two liquidity scenarios
Prepare one scenario in which the benefit applies after all procedures are completed, and another in which it is delayed or a disputed item is excluded. If the project would struggle when savings are delayed, increase the liquidity reserve or adjust the purchase schedule. Do not fund an immediate obligation based on a benefit that the competent authority has not yet confirmed.
Frequently asked questions
Is commercial registration enough to claim the benefit?
The project and its expenses must meet the relevant conditions and procedures. Commercial registration is part of the file, not a substitute for checking eligibility.
Can general and special incentives be combined?
Each incentive has its own rules. Review any combination at project and eligible-item level, and do not count the same saving twice in the financial model.

Applicable conditions and procedures should be checked against the project facts and decisions in force at implementation. The lists and examples are preparation tools and do not replace review of transaction-specific documents.
