Special investment incentives in Egypt can affect a project’s returns, but locating it in a particular governorate or describing it as industrial is not enough to prove eligibility. Before incorporation, ask which documents connect the project’s activity, location, and costs to the incentive conditions. That turns a promotional figure into a file that can be reviewed by GAFI and the project’s accountant.
Understand the type of deduction first
GAFI explains that special incentives are linked to a deduction from net taxable profits, according to the geographic sector, activity, and applicable conditions. This is different from receiving a percentage of capital back in cash. GAFI publishes different percentages for Sectors A and B and limits on the benefit. Application requires checking the legislation and decisions in force for the project’s relevant date.
Document the site and activity
Prepare a statement identifying the land or unit address, the title or occupancy basis, a location map, the product or service, and planned capacity. A broad activity description in the company’s articles is not enough. If the company operates in several activities or locations, ask how to separate the costs and income attributable to the project claiming the incentive.
Document costs and timing
Maintain an asset and expenditure register showing invoice date, supplier, payment method, and business purpose. Keep evidence of when implementation began and when the activity commenced. Review the calculation of investment cost with a tax specialist. Do not include unsupported expenses or costs belonging to another project simply because the same company paid them.
How to prepare the application
- Review the eligibility conditions against the project’s actual facts.
- Request the current document checklist from the Special Incentives Unit.
- Match the legal name, incorporation details, and address across all documents.
- Attach the supporting financial and technical evidence without unexplained estimates.
- Keep the filing reference, responses to information requests, and any certificate or decision issued.
GAFI states that the Special Incentives Unit receives applications, examines whether the conditions are met, and issues the relevant certificates. Treat each request for additional information as part of the eligibility record. Track its response date and responsible person so that a missing document does not delay review.
Test the effect on the feasibility study
Ask the accountant to model projected profits, the timing of the benefit, and the applicable cap instead of simply subtracting the incentive percentage from project cost. If the project does not generate the expected profits, the deduction may have a different effect from the initial estimate. Update the model if the location, activity, or financing plan changes.
Frequently asked questions
Is a zone’s announcement of benefits enough?
It is a starting point for inquiry. Claiming the benefit requires connecting the project to its specific conditions, documents, and procedures.
Should spending begin before eligibility is reviewed?
Review the effect of expenditure and commencement timing in advance, before making commitments that may be difficult to correct later.
