Choosing an investment or technology zone may help with services and operations, but the zone’s name alone does not establish whether it suits a project. The benefits are meaningful when the activity fits the zone’s licensing rules, the services match the company’s needs, and premises terms are clear before signing.
What value does the zone offer?
GAFI describes facilities that may include infrastructure, services, and administration of licensing and operating procedures within these zones, subject to their governing rules. Investors should confirm which services the specific zone actually provides. A general description does not replace checking capacity, location, and project admission requirements.
Start with the activity, not the floor area
Prepare a precise description of the work: software development, manufacturing, storage, or another service. List power, telecommunications, security, noise, or materials handling needs. Obtain confirmation that the activity is suitable for the unit and zone before paying a non-refundable reservation fee or buying equipment designed for that location.
Check services technically
For a technology company, “internet available” is not enough. Ask about reliability, connection capacity, outage response, and maintenance responsibility. For an industrial project, request data on utilities, water, drainage, and freight access. Turn the project’s needs into measurable specifications instead of relying only on a marketing tour.
Key premises agreement terms
- Occupancy term, renewal, and method for changing charges.
- Included services and separately billed items.
- Unit handover date and condition, and permitted fit-out work.
- Visitor, shipping, and after-hours work rules.
- Maintenance, security, termination, and handback obligations.
Compare the commercial offer with the contract and internal regulations. If a service is promised in the offer but omitted from the binding document, request written clarification before signing. Also check restrictions on changing activities, assignment, or sharing the premises with another company.
Separate zone services from company obligations
Having zone administration does not remove the company’s responsibility to manage accounts, taxes, employees, and activity-specific licenses. Assign an internal person to track what the administration handles and what remains with the company, keeping application numbers and approvals. This avoids assuming that another party completed a step no one actually requested.
A simple comparison before choosing
Compare three possible premises in one table: total annual cost, legal fit for the activity, service readiness, and room to grow. Include exit or relocation costs if the project changes size. The best premises are those that meet documented needs within budget, not necessarily those with the longest advertised list of benefits.
Frequently asked question
Is an investment zone the same as a free zone?
No. They are different regimes. Check the rules applicable to the specific zone and project rather than transferring tax or customs benefits from one regime to another.

Requirements should be checked against project facts and rules in force when action is taken. The checklists and examples are practical preparation tools and do not replace review of transaction-specific documents.
