Reducing site preparation time or clarifying operating procedures may matter more to a project than a limited tax saving. Non-tax investment facilitations in Egypt relate to items such as land, utilities, services, and dealings with public authorities. Using them requires identifying what is actually available to the project and what needs a separate approval.
Measure the value of time and services
GAFI refers to facilitations concerning land availability, logistics services, and simplified procedures. Additional incentives may also be granted under applicable conditions and decisions. These possibilities do not mean that every project receives them automatically or that a public body will bear land and utility costs in every case.
Link the facilitation to a specific obstacle
Write down the three biggest barriers to operations, such as a suitable location, electricity capacity, or multiple approvals. For each barrier, identify the competent authority, required procedure, and document that proves the outcome. This helps show whether the proposed benefit solves a real problem or merely adds an attractive heading to the feasibility study.
Review the land or usufruct agreement
Before committing, check permitted activities, term of the right, implementation deadlines, service charges, and restrictions on transfer or assignment. Ask how utility delays affect the project schedule and which document proves handover. A land handover record alone does not establish that the site is ready for every stage of production.
Practical assessment checklist
- Is the service available now or dependent on future works?
- Is the cost disclosed, including connection, maintenance, and consumption?
- Is there written approval for this specific project?
- What obligations does the investor assume, and when is the benefit available?
- Who follows up on completion, handover, and operation?
Keep written answers where possible and distinguish an initial offer from an approval and an effective contract. Each has different weight when assessing risk or deciding when to pay a contractor or supplier advance.
Example: choosing between two sites
The first site may offer lower rent but require lengthy utility connections and approvals, while another may have services closer to readiness. Compare total cost: rent, fit-out, transport, and delayed production, while also checking that the activity is legally suitable. The decision should not depend on price per square metre alone, but on whether the project can operate lawfully and reliably.
Keep company formation separate from operations
Completing company documents does not end the requirements for the activity or site. Create a separate schedule for technical, environmental, and other licenses relevant to the project. Identify which steps the competent service window handles and which follow a different path. This separation remains useful even when online services or representatives of several authorities are available.
Frequently asked question
Can the facilitation be recorded as a confirmed saving?
Assess the saving after reviewing the scope and conditions of the service and the binding documents, and disclose any dependence on an approval that has not yet been issued.

Requirements and procedures should be checked against the project facts and rules in force when action is taken. The checklists and examples are practical preparation tools and do not replace review of transaction-specific documents.
